ABOUT US

In September 2024, President Xi Jinping announced the important cooperation initiative to jointly build the China-Africa Digital Technology Cooperation Center in his keynote address at the opening ceremony of the Beijing Summit of the Forum on China-Africa Cooperation. Led by the Ministry of Industry and Information Technology of China, the China-Africa Digital Technology Cooperation Center, hereinafter referred to as the Cooperation Center, has been established in Hangzhou, Zhejiang Province, China.
To deepen exchanges and promote cooperation, the Cooperation Center has established the Cooperation Partners Committee, hereinafter referred to as the Committee, as a platform for digital cooperation exchanges between China and Africa. The Committee focuses on implementing relevant consensus under the Forum on China-Africa Cooperation, the China-Africa Digital Cooperation Development Action Plan, and exchange and cooperation activities organized by the Cooperation Center, and provides constructive recommendations.


Committee Role
The Committee is an important working mechanism of the China-Africa Digital Technology Cooperation Center for cooperation with Africa, and an important platform for high-quality development and operation of the Cooperation Center under the principle of consultation, contribution, and shared benefits.
The Committee serves policy communication, practical cooperation, and capacity building in the China-Africa digital sector. Through digital cooperation, it supports China and Africa in jointly advancing modernization, seizing opportunities in the digital era, bridging the digital divide, and sharing the benefits of digital development.
On the basis of equal cooperation, the Committee continues to expand shared interests, promote implementation of the Forum on China-Africa Cooperation, advance the alignment of China-Africa digital development strategies, ensure that the outcomes of digital cooperation benefit all participating parties, and develop a mutually beneficial, win-win, and sustainable cooperation model.
Committee Members
The Committee is composed mainly of government authorities in the digital sector from China and Africa. Member organizations include the Ministry of Industry and Information Technology of China, the provincial and municipal governments where the Cooperation Center is located, digital-sector authorities of African countries that have diplomatic relations with China, and relevant international organizations. Committee members are generally department-level officials. The China Academy of Information and Communications Technology undertakes the Committee's daily operations.

Meeting Agenda
Committee meetings are held from time to time each year. Each member organization appoints one representative to attend. To facilitate participation and exchange, committee meetings may be held in conjunction with high-level China-Africa digital cooperation events organized by the Cooperation Center.

Discuss actions related to the implementation of the Forum on China-Africa Cooperation and the China-Africa Digital Cooperation Development Action Plan, and provide recommendations on digital policy, digital infrastructure, digital innovation, digital transformation, digital security, and digital capacity.
Exchange views on improving China-Africa digital cooperation mechanisms and building a digital cooperation ecosystem, and share development experience and policy progress in the digital sector.
Discuss China-Africa digital industry cooperation and industry-finance cooperation, and provide recommendations on advancing practical cooperation and accelerating the development of demonstration projects.
